This book consists of four parts. Part Ⅰ examines the domestic politics of North Korea under Kim Chŏng-il. Part Ⅱ deals with the North Korean nuclear crisis and diplomacy. Part Ⅲ is concerned with South Korea's relations with China and Russia and their implications upon the Korean peninsula. Part Ⅳ analyzes the inter-Korean relations and attempts to foresee the future of the two Koreas in the 21st century. Throughout this book, the author advocates reunification of the two Koreas through peaceful methods in the early 21st century.

총 4부로 구성된 이 책의 1부는 김정일 시대 북한의 국내정치를 살펴보고, 2부는 북핵 위기와 외교문제를 다룬다. 3부는 남한의 대중, 대러 관계와 그 관계가 한반도에서 갖는 함의를 고찰한다. 4부는 남북관계를 분석하고 21세기 남북한의 미래를 예측한다. 이 책에서 저자는 21세기 초반에 남북한이 평화적 방식을 통해 통일을 이룩해야 한다고 주장한다.
